Centre of Vocational Excellence for Blue Professions

Blue Cove was established to support the Blue Economy which must undergo a seismic shift to adopt the twin transition (decarbonisation and digitalisation with a first significant deadline in 2030), and to address the needs of emerging sectors, and achieve sustainability.

Vocational Education and Training (VET) is at the core of the Blue Economy agenda, which must implement a triad of changes involving:

  • New technology adoption
  • New management paradigms
  • Employee skilling, reskilling, upskilling

Blue Cove’s specific objectives in Teaching and Learning are the:

  • Provision of skills relevant to the labour market, in a lifelong learning continuum approach
  • Development of innovative learner-centric teaching and learning methodologies
  • Development of flexible, modular and learner-centred schemes facilitating mobility capabilities
  • Achievement of recognition at national and regional levels

To achieve the strategic mission, cooperation and partnerships in Blue Cove involve:

  • Creation and dissemination of new knowledge in collaboration with other stakeholders

Establishing partnerships for apprenticeships, internships, sharing of equipment, exchanges of personnel between academic institutions, the public sector (government, prefectures, municipalities) and private sector (industry), and VET providers.

Mission initiatives/activities:

  1. Accreditation of CMMI by HRDA to offer VET programs
  2. Establishment of Blue Career Guidance Office for skill-based career orientation to Blue Professions
  3. Development and offer of micro-credentials for flexible Continuous Professional Development
